Deb was standing on the far right of the photo. By clipping off the right edge, the photo appears just to be a meeting of Bush, Doris, and Patti. Since Deb became estranged from the family, I'm sure this is exactly what they did. (I have been known to clip one of my brothers off of family photos, LOL.)
I have been thinking about these framed pictures, and my gut instinct is that the Tate family had them framed after receiving them from the White House. The note card to Patti says "Dear Mrs. Ford, Enclosed are the official White House photos..."----this scrawled note card implies that the photos were mailed in an envelope, not framed by someone in the Bush administration (that would just be weird/inappropriate, for them to frame a hastily-written note card). The document in the other frame also is a business-style letter that would have been mailed in an envelope, not framed by the sender. The only thing I can imagine the White House framing for someone would be a paper award (diploma-style), but that would more likely be made into a plaque that would be presented in person. I think someone has gotten the story wrong regarding who did the framing of these documents; an honest mistake, since the recipients are all deceased. And since Deb was conveniently located on the far right, snip, snip! She was wearing a red outfit that day, and Patti slightly overlapped in front of her (see Wikipedia photo), which would be why Patti's cut off a bit along the right edge in one of the photos. These photos support the story of a family estrangement, that Deb denies.

Maybe this one was specifically for Patti, and Deb has one like it, but with her shaking Bush's hand? That would explain the differences...

Patty believes that this is the way the images were given to Alisa and therefore how they made it into the book. But, it's weird, huh.
That's exactly the point, Patty. These frames were prepared and sent by the White House.
